Description:

In 2019, MDOT SHA will begin a project to rehabilitate the bridge carrying US 1 (Belair Road) over Big Gunpowder Falls and pipe on US 1 over the Big Gunpowder Falls trail.

The existing bridge is a five-cell metal pipe arch, and a separate pedestrian/equestrian metal pipe underpass beneath US 1 is located to the north of the river. All six arches/pipes have extensive corrosion and need to be repaired.


The project will provide a concrete liner around the inside circumference of each of the water openings. For the trail opening, a smaller metal pipe will be placed inside and the gap between the new and existing pipes will be filled with grout.


The project will also stabilize the trail leading from the parking lot under US 1, using concrete blocks. Trails over the Gunpowder Falls (parallel to US 1) will be stabilized using gravel. These stabilizing improvements will reduce the amount of water and mud that builds up on them during a rain storm. Additional improvements to the park include replacement of two gates and re-staining the existing timber traffic barriers in the parking lots.

All lanes of traffic will be maintained on US 1 during peak travel times and only the shoulders on the bridge will be closed. Temporary lane closures will be used during nonpeak travel times.

The main parking lot to the Big Gunpowder State Park along US 1 northbound will be closed for the duration of the project. The supplemental parking lot located further east of the main parking lot will be open, as well as all trails east of that parking lot.


The project will be completed in two stages. During stage 1, the trail under US 1 and trails over the Gunpowder Falls (parallel to US 1) will closed for approximately 3 months. During this time, access cannot be safely allowed to the west side (west of US 1) of the Big Gunpowder State Park. During stage 2, all trails will reopen while the remaining arches over the river are rehabilitated. The main parking lot will remain close for storage of materials and equipment. During this stage, temporary scaffolding with debris shields on top will be placed along trails over the Gunpowder Falls (parallel to US 1) to keep them open.
 
Scope:
Beginning early summer, the Maryland Department of Transportation State Highway Administration (MDOT SHA) will begin a new $3.6 million project to rehabilitate the bridge carrying US 1 (Belair Road) over the Gunpowder Falls and the trail tunnel underneath US 1 within the Gunpowder Falls State Park – Central Area.

The existing US 1 bridge over the Gunpowder Falls (also known as the “Big” Gunpowder Falls) is a corrugated metal pipe arch bridge. The arched trail tunnel underneath US 1 north of the Gunpowder Falls is a metal pipe arch underpass. While the US 1 and the trail tunnel are safe for travel, all the metal pipes on these structures need repairs due to corrosion.

MDOT SHA’s bridge rehabilitation project will provide a concrete liner around the inside circumference of each of the pipe water openings. For the trail tunnel, a smaller metal pipe will be placed inside the existing pipe and the gap between the new and existing pipes will be filled with grout.

STATE PARK VISITOR ADVISORY:

The project will be done in two stages. During both stages of work, the US 1 bridge over the Gunpowder Falls will remain open to all traffic.

The driveway to the Gunpowder Lodge restaurant and the MDOT SHA Park and Ride lot along southbound US 1 will be open at all times for restaurant customers and US 1 commuters.

There will be temporary single lane closures along northbound and southbound US 1 between Miller Road and Sheradale Drive during off-peak travel hours.

Within the State Park, the trail system west of US 1 will be inaccessible during the first stage of the project. Parking will be limited at the main State Park parking area throughout the entire project.

STAGE 1: early summer 2019 – winter 2020:

Beginning early June 2019, the contractor will close part of the State Park parking lot along northbound US 1.

On or after June 17, 2019 the trail tunnel under US 1 and the trails parallel to US 1 over the Gunpowder Falls will be closed until next winter.

The State Park parking lot along northbound US 1 just north of the bridge will remain open during construction; however, approximately 30 parking spaces on the right side of the lot will be closed for use by the contractor for its equipment and material staging.

State Park visitors will be able to use approximately 10 spaces on the left side of the parking lot and the entire auxiliary parking lot.

On or after June 17, the trails along northbound and southbound US 1 over the Gunpowder Falls, the access to the trails west of US 1 and the tunnel crossing underneath US 1 will be closed for approximately seven months. The trails east of US 1 will remain accessible to park visitors.

STAGE 2: winter 2020 – fall 2020:
The trails along northbound and southbound US 1 over the Gunpowder Falls and the tunnel crossing underneath US 1 will re-open to park visitors, with access to these trails and the trails further west of US 1 permitted from the auxiliary parking lot.

Bridge work will continue for approximately nine months, and the contractor will install protective debris shields on the two trails over the Gunpowder Falls to enhance park visitor safety. Approximately 30 parking spaces on the main parking lot will remain closed for use by the contractor for its equipment and material staging.

State Park users will be able to use the auxiliary parking area, and the trails east and west of US 1 will remain open.

Once bridge work is complete in fall 2020, the contractor will remove its equipment and materials for the main parking lot.

The project also includes enhancements to the State Park, such as stabilization of the connector pathway from the main State Park parking lot to the trail tunnel, and stabilization of the trails along the US 1 bridge. These stabilizing improvements include placement of brick and gravel to reduce the amount of water and mud that builds up on the trails during rainstorms. Other improvements to the State Park include replacement of two parking lot gates and re-staining the existing timber traffic barriers in the parking lots.

MDOT SHA’s contractor is Marine Technologies, Inc. of Baltimore, Md. Weather permitting, the project will be complete fall 2020.
