The Maryland Department of Transportation (MDOT) hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration for an award. Description: This project, located in Montgomery County, is for the construction of a new interchange between I-270 (Dwight D. Eisenhower Memorial Highway) and Watkins Mill Road between MD 124 (Montgomery Village Avenue) and the Great Seneca Creek in Gaithersburg, Maryland. Major work includes the construction of a bridge for Watkins Mill Road spanning I- 270, construction of onramps and offramps providing access from Watkins Mill Road to I-270, construction of a new offramp for MD 124, stream restoration of the unnamed tributary to the Great Seneca Creek that runs alongside SB I-270, and the relocation of several utility lines. The work will consist of the following: (a) Construction of a bridge carrying Watkins Mill Road over I-270 and the unnamed tributary to the Great Seneca Creek (b) Onramps and offramps linking Watkins Mill Road and I-270, signalization of the intersections between these ramps and Watkins Mill Road. The SB I-270 to Watkins Mill Road offramp includes a bridge spanning the unnamed tributary (c) Construction of a new offramp from SB I-270 to MD 124 (d) Construction of several retaining walls along the ramps (e) Grinding and resurfacing of mainline and C/D lanes of I-270, and a portion of Watkins Mill Road (f) Extensive stream restoration for the unnamed tributary, including stream bed realignment and floodplain excavation (g) The construction of two culverts and several drainage structures as part of the stormwater management and erosion and settlement control, including the extension of the existing culvert that carries the unnamed tributary underneath I-270 to include the ramp to MD 124 (h) Landscaping (i) Utility relocation work (j) Signing and permanent pavement markings Pre Bid Conference: A Pre Bib Conference will not be held for this project. Minimum wage rates for each Project, if applicable, have been pre- determined by law and are set forth in the Invitation for Bids.  Bids must be made upon the blank proposal form which, with specifications and plans, will be furnished by the Administration upon application and cash payment noted. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless accompanied by a Certified Check, a Cashier's Check or a Treasurer's Check drawn upon a bank, or a Bid Bond payable to the State of Maryland, or Cash, or Trust Account, or pledge of United States backed Securities or State of Maryland Bonds. Special procedures for submitting cash are outlined in COMAR 21.06.07. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. Administration reserves the right to reject any and all bids.
