39 REVISED Note 16 requires that “Removal and resetting of recess pavement           
marking lenses shall be incidental to maintenance of traffic”. To “Removal of           
recess pavement marking lenses shall be incidental to Grinding”.          
          
CONTRACTOR QUESTIONS          
          
INCLUDED IN THIS RESPONSE ARE CONTRACTOR QUESTIONS RECEIVED AS OF           
02/15/2016.          
          
The following questions were received from plan purchasers. The responses are provided for           
clarification to all bidders in bold after the questions:          
          
Q 1: Maryland Wage Rates & Benefits - Washington Cty - Determination #27026: Please provide           
appropriate required hourly wage and benefit rates to be paid for:          
* Rock drill operators.          
* Electricians.          
* Boring machine operators (see pay item 8016 – 4-inch Sch80 Rigid PVC Conduit - Bored).          
          
A1: No Rates are available at the time of bidding. Page 31 specifies how to proceed with           
any classifications not covered in the Invitation for Bids          
          
Q 2: Drilling and Blasting for Rock Removal: Please clarify if drilling and blasting measures will be           
permitted for rock removal.           
          
A2: If drilling and/or blasting is required, a plan must be submitted by the contractor to the           
Office of Materials and Technology, Geotechnical Explorations Division for approval.          
          
Q3: Pay Item 3010: 6-inch Perforated Circular Pipe Longitudinal Underdrain:           
* Drawing No. DE-1 OF 1: By the “Pavement Detail” stationing provided, “Longitudinal           
Underdrain” tallies 2,943-LF.          
* The tally of all call-out-box quantities equals only 2,825-LF of “Longitudinal Underdrain”.           
* Item 3010 bid quantity is 4,130-LF.           
Please clarify and/or correct.          
          
A3: The total amount of pipe for Item # 3010 has been changed to 4270 LF. The total           
differs from the call-out-box quantities for “Longitudinal Underdrain”, because it           
includes the 6 INCH underdrain pipe to be used in the SWM facility.          
          
          
CONTRACTOR QUESTIONS (continued)          
          
Q 4: Special Provision Insert 316 – Stormwater Management Filtration Facilities (pgs. 120 thru 126):           
Paragraph 316.04 states that “Subdrain Pipe” will be measured and paid at the unit price per foot.           
Please provide appropriate pay items, clarify, and/or correct.          
          
A4: Pay item 3010 is to be used.          
          
Q5: Stormwater Management Filtration Facilities:           
* Will lane closures be permitted to construct the Stormwater Management Filtration Facilities           
proposed for the I-81 median?          
* If so, will daytime closures be permitted?          
          
A5: On pg. 68 SP 104.01 Lane & Shoulder closure restrictions specifies.          
          
Q6: Sheet 39 of 79 – MOT – General Notes: Note 16 requires that “Removal and resetting of recess           
pavement marking lenses shall be incidental to maintenance of traffic”.           
* As a matter of reason, since SHA is better suited to determine the required quantities, please           
provide the associated quantities upon which bids will be based.          
* Please consider adding appropriate pay items for this work.           
          
A6: Note 16 will be addressed in this addendum under the Pen & Ink change. Removal           
of recess pavement marking lenses shall be incidental to grinding.          
          
Q7: Note 1 on Drawing No. LS-4 OF 5 requires that broken/torn branches of existing trees along the           
proposed tree protection fence shall be pruned to a height of 12-feet. Please clarify under which           
item this work will be paid.           
          
A7: This work will be incidental to the installation of the tree protective fence.           
          
Q 8: Special Provision No 808 –Lighting Structures: Although described, please confirm that there are           
no high mast poles required for this project.          
          
A8: There are no high mast poles.          
          
Q9: Requirements for Temporary Electrical Service: Please describe what, if any, temporary           
electrical work is required. If required, please clarify the appropriate measurement and payment.          
          
A9: Roadway lighting is to be maintained at all times. Measurement and Payment is           
included under item# 8002 “MAINTAIN EXISTING ROADWAY LIGHTING” On           
pg. 228, SP MAINTAIN EXISTING ROADWAY LIGHTING, describes this.          
          
Q10: Breakaway Base Support System for Lighting Structure is listed on drawing SCH-5 OF 5 with a           
quantity of 7-EA. Please provide an appropriate pay item for this work, or otherwise clarify.           
          
A10: Item# 8029 “BREAKAWAY BASE SUPPORT SYSTEM FOR LIGHTING           
STRUCTURE” is to be used for payment.          
          
          
CONTRACTOR QUESTIONS (continued)          
          
Q11: Pay Item 8024 – Electrical Manholes: While the bid quantity is 8-each, the manhole schedule on           
drawing SCH- 3 of 5 lists 9-each. Please correct or clarify.          
          
A11: Item# 8024 “FURNISH AND INSTALL ELECTRIC MANHOLE” quantity has           
changed from “8” To “9”, in an addendum.          
          
Q12: Fiber Optic Locations vs. Proposed Bio-Swale and W-Beam Improvements: Please confirm that           
there are no existing fiber optic conflicts or other similar interfering existing utilities that will           
require relocation by others.           
          
A12: There are no Fiber Optic Locations in the Median.
