DESCRIPTION: Sailwinds Welcome Center Pedestrian Bridge Replacement and Mast           
Painting in Dorchester County

The Bid Opening date for this project is still scheduled for February 25, 2016.          
          
The attention of prospective bidders is directed to the following revisions, additions, and/or           
deletions to the Invitation for Bids Booklet:

The following questions were received. Responses are provided for clarification to all bidders in bold           
after the question. Bidders are advised to take answers to this questions in consideration, when           
preparing your bid:          
          
1. Page 57 of the IFB states in words that the project duration is 540 calendar days. It states in           
numbers 217 calendar days. Page 63 of the IFB also shows 217 calendar days. Page 254 of the           
IFB states that the duration is 175 calendar days. What is the correct project duration? A           
revised page is added in this Addendum.          
          
2. Special provision 015000, section 2.2-C, indicates that the Contractor is to provide 1 laptop           
computer. The Special Provision for Section 103 indicated that the Contractor is to provide 1           
laptop computer and 1 desktop computer. What is the correct quantity of the computers? A           
revised page is added in this Addendum.          
          
3. Plan sheet 4 shows both lower level and upper level public access/egress routes. How are we           
supposed to maintain upper level access/egress while the bridge is being replaced? The           
temporary upper level egress stairs serve no purpose if a bridge is not in place. Is it acceptable           
to just maintain safe access/egress to the lower level during bridge replacement and omit the           
temporary stairs and upper level access/egress?

4. What is the required spacing of plastic lumber fasteners?           
See Specification Section 061533 (Composite Decking) for information.          
          
5. Are steel contractors bidding this project required to have certification in simple, intermediate,           
or Advanced bridge? Is certification in Bridge Components acceptable at this time?          
See Speciation Section 051200 Structural Steel Framing, 1.6 Quality Assurance          
          
6. Please confirm project duration. Specification 0110000 1.3 section A describes Five Hundred           
Forty days but has 217 days in parenthesis. Page 254 of specification notes 175 calendar days           
to complete the work. A revised page is added in this Addendum.          
          
7. Please provide the Mast at Sailwinds installation contractors name and contact information.           
The general contractor was SMCI Construction Services http://www.smconst.com/#          
          
8. Are painting contractors to paint the mast erected in the air or will the mast be disassembled           
and able to be painted on the ground? Please consider your company’s best practices to           
execute this scope of work.          
          
9. Please confirm the MBE participation requirements for this project. Page 228 of the spec book           
states I have met the participation goal of 0%. Please confirm. Per page 16 (Contract           
Provision “MBE for the Strait State Contracts”) and page 228, MBE goal for this           
Contract is 0%.          
          
10. Please confirm how the value amount is to be written when filling out the schedule of prices.           
Specifically on page 216 when asking for the aggregate amount. This is to include the total           
(aggregate) amount from the previous pages of the Schedule of Prices.          
          
11. Specification section 051200 indicates that both the steel fabricator and erector need to           
be “AISC certified”. It has been our experience that these certifications are needed for           
larger jobs and for projects of this size the amount of local fabricators and erectors who           
could offer competitive pricing for this project would be limited greatly if this           
requirement were to remain within the documents. There are a large amount of local           
fabricators and erectors who perform their work to AISC standards but do not carry           
these certifications since their volume of work performed would not justify the expense           
of this certification vs their average job size. We request this project requirement be           
removed for this project. See Speciation Section 051200 Structural Steel Framing, 1.6           
Quality Assurance          
          
Please remove any existing Invitation for Bids pages (as applicable) that have been replaced by           
this Addendum, and insert the revised Invitation for Bids pages (as applicable) in their proper           
sequence. Failure to comply with these instructions may result in your bid being declared           
irregular.
