N O T I C E T O C O N T R A C T O R S          
          
SEALED BIDS for projects listed below will be received by The State           
Highway Administration’s Office of Construction, in the Bid Box located           
at the Hanover Complex, 7450 Traffic Drive, Hanover, Maryland 21076 until           
12 Noon on the date specified below for Bid Opening, at which time and           
place they will be publicly opened and read. The Maryland Department of           
Transportation (MDOT) hereby notifies all bidders that in regard to any           
contract entered into pursuant to this advertisement, minority business           
enterprises will be afforded full opportunity to submit bids in response           
to this notice and will not be subjected to discrimination on the basis           
of race, color, sex or national origin in consideration for an award.           
Minority business enterprises are encouraged to respond to this           
solicitation.          
On Federally assisted projects, the bidder's attention is called to           
the Standard Federal Equal Employment Opportunity Construction Contract           
Specifications (Executive Order 11246) which is a part of the contract           
proposal. All of these activities shall be done in accordance with Title           
VI of the 1964 Civil Rights Act, as amended.          
It is the goal of MDOT that Disadvantaged and/or Minority Business           
Enterprises participate in all Federal Aid and State contracts, as           
applicable. Each contract will contain a specific participation goal.          
          
NOTICE: Contractors are required to register with E-Maryland Marketplace           
(eMM), log-in, acknowledge all bid amendments and submit the Addendum           
Verifications to be Awarded a Contract. Once logged-in bidders can           
obtain the contract documents in electronic format (Ad Notice, IFB,           
Plans, X-sections and the Addenda material). Bidders may also refer to           
the Contractors’ Information Center on the SHA internet at           
www.roads.maryland.gov. There is no cost for this material. Bids shall be           
opened by SHA’s Office of Construction.

Description:          
          
This project, located in Montgomery County, involves resurfacing and           
safety improvements on I-495 (Capital Beltway) Inner Loop Beginning at           
the I-270 Spur and extending in an Easterly direction to Seminary Road           
for a total distance 5.91 miles.          
          
The work will consist of the following:          
          
Grinding, and resurfacing the existing pavement; Patching;          
          
Drainage improvements; ADA ramps and sidewalk updates to meet current SHA           
ADA standards; Replacing traffic barrier w-beam and end treatments to           
meet current design standards; Installing new traffic barrier w-beams;           
Curb and gutter replacement; Embankment Slope Repair; Bridge Deck Repairs           
(Three Structures – Bridge Over MD 185, Bridge Over Kensington Parkway           
and Bridge Over Stoneybrook Drive) and Pavement markings.          
          
Pre Bid Conference: A Pre Bid Conference will NOT be held for this           
project.          
          
Minimum wage rates for each Project, if applicable, have been pre-          
determined by law and are set forth in the Invitation for Bids.  Bids           
must be made upon the blank proposal form which, with specifications and           
plans, will be furnished by the Administration upon application and cash           
payment noted.          
In accordance with State Finance and Procurement Title 13 of the           
Annotated Code of Maryland, no bid, performance or payment bonds are           
required for bids less than $100,000.00. However, bids $100,000.00 and           
above will not be considered unless accompanied by a Certified Check, a           
Cashier's Check or a Treasurer's Check drawn upon a bank, or a Bid Bond           
payable to the State of Maryland, or Cash, or Trust Account, or pledge of           
United States backed Securities or State of Maryland Bonds. Special           
procedures for submitting cash are outlined in COMAR 21.06.07.          
Bid Security shall equal at least five percent (5%) of the total           
amount bid. Also, the successful bidder will be required to supply           
Payment and Performance Bonds for all Contracts in excess of $100,000.00.          
Administration reserves the right to reject any and all bids.
