Description:
Study to upgrade the I-70 interchange at MD 65.
 
Scope:
Project Study Area








The project is located near the City of Hagerstown in Washington County, Maryland. The area serves as a gateway to major centers of commerce, including Baltimore, MD and Washington D.C. The purpose of the project is to:

  • Improve the capacity at the I-70/MD 65 Interchange and adjacent roadway approaches, in anticipation of future development;
  • Reduce traffic congestion and travel delays on the roadways;
  • Increase safety;
  • Improve efficiency for local and regional commerce;
  • Provide bicycle and pedestrian connectivity; and
  • Address rehabilitation of the I-70 bridges over MD 65.

 
What Is Under Study:
The I-70 at MD 65 Project Planning Study has passed an important milestone, with the decision to move forward with detailed analysis of five alternatives and to eliminate two others from further consideration.

Alternatives Retained for Detailed Study (ARDS): Following the Public Workshop in September 2015, the project team made refinements to some of the alternatives presented at the workshop and introduced the new alternative, Alternative 4 Modified, in response to comments received from the public and government agencies. The Alternatives Retained for Detailed Study (ARDS) selected by the Maryland Department of Transportation State Highway Administration (MDOT SHA) include four “Build” alternatives and the “No-Build” alternative.   • Alternative 1 – No-Build
  • Alternative 2 – Diamond Interchange – I-70 Inside Widening
  • Alternative 2A – Modified Diamond Interchange – I-70 Inside Widening
  • Alternative 4 – Diamond Interchange with Westbound I-70 On-Loop Ramp – I-70 Inside Widening
  • Alternative 4 Modified – Partial Cloverleaf – I-70 Inside Widening
Alternatives Dropped:
  • Alternative 3 (Diamond Interchange – I 70 Outside Widening)
  • Alternative 5 (Cloverleaf Interchange)
These Alternatives were dropped after they were determined to not meet the project purpose and need, and/or expected to result in greater construction costs, right-of-way costs, and/or traffic and environmental impacts than the ARDS.

Informational Workshop
Approximately 45 people attended the June 21, 2017 Informational Workshop held at South Hagerstown High School. Participants had an opportunity review maps and other displays and submit project related questions to the project team. Next Steps:
Over the next several months, MDOT SHA will evaluate the comments received from the project stakeholders (general public, local organizations and governmental agencies) and pursue the following milestones
  • Summer 2017 - Select Preferred Alternative
  • Fall 2017 - Complete Environmental Documentation.
  • Receive Location/Design Approval from US Department of Transportation Federal Highway Administration (FHWA) on a Selected Alternative.
Receipt of Location/Design Approval will conclude the planning phase of the project.
