Description:
Study to upgrade and widen I-81 to a six lane divided highway between the Potomac River/West Virginia State line and Pennsylvania State line (12.1 miles).
 
Scope:

The purpose of the project is to improve traffic operations and safety along I-81. I-81 (Veterans Memorial Highway) traverses Washington County and serves as a major north-south highway that connects Maryland, Pennsylvania, Virginia and West Virginia. Traffic conditions along 1-81 have deteriorated due to increased traffic volume generated by development.

Approximately 30 percent of the vehicles using I-81 are trucks. Inadequate interchange ramp configurations and inadequate merge lanes lengths have impacted traffic safety. Additional details may be viewed in the Purpose and Need Statement .

While the original project limits included only the Maryland portion of I-81, (Study Area Map) following completion of the study in 2010, at the request of West Virginia, the southern boundary of the project area was extended from the Maryland State Line to the West Virginia US 11 interchange. West Virginia previously completed road widening along I-81 from Martinsburg to just north of the US 11 interchange and agreed to reimburse Maryland for the cost of widening I-81 from US 11 to the Maryland Line. As a result, the project boundaries were extended to incorporate that segment of I-81 in West Virginia.

 
What Is Under Study:
The US Department of Transportation Federal Highway Administration (FHWA), granted “Location Approval” of the Maryland Department of Transportation State Highway Administration (MDOT SHA) "Preferred Alternative", Alternative 3A, Option A - Inside Widening with Collector-Distributor (C-D) Roads on February 25, 2010. Details of the planning process, alternatives considered and reasons for selecting this alternative may found in the I-81 Improvement Project Finding of No Significant Impact (FONSI)/Section 4(F) Evaluation, the final environmental document. Upon receipt of Location Approval, the planning phase of the project is concluded, and the Preferred Alternative is referred to as the Selected Alternative.

Description of Alternative 3A, Option A
  • I-81 will be widened to six lanes on the inside (towards the median);
  • The outside lanes will include a two-lane C-D road with an additional auxiliary lane extending from the I 70 interchange through the Halfway Boulevard interchange for both north and southbound structures;
  • This alternate will also require the widening of the northbound and southbound spans of the bridge over the Potomac River
In addition to the mainline improvements, the Selected Alternate includes improvements at the following interchanges: MD 68/MD 63; US 11; I 70; Halfway Boulevard; Route 40; MD 58; Maugans Avenue; Showalter Road; PA 163.
