County:Montgomery Project Number:MO886_11
Project Name:
MD 28, Norbeck Road, and MD 198, Spencerville Road/Sandy Spring Road

Location of Project:
MD 97 TO I-95

Study of MD 28/MD 198 corridor safety, capacity, and operational improvements in Montgomery and Prince George's counties, between MD 97 and I-95 (11.1 miles). Bicycle and pedestrian accommodations will be included where appropriate.
Study Area Map

The purpose of the MD 28/MD 198 Corridor Improvement Study, is to:

  • Improve local traffic safety and operations for motorists, bicyclists, and pedestrians traveling along the MD 28/MD 198 corridor and across intersecting roads, while managing access; and

  • Preserve the rural and suburban quality of life by addressing localized traffic issues, while considering local planning visions and state growth policies for communities along the corridor.

Because MD 28 and MD 198 are operating near capacity in areas between I-95 and MD 97, planned and future development is expected to cause stop-and-go conditions by 2040, with significant delays expected at area intersections. The project will address local operational and capacity deficiencies to meet this expected increase in travel demand, improve safety, and incorporate sidewalks and bicycle facilities, where possible.
