Project Name:
MD 39, Hutton Road

Location of Project:
IHB - BRIDGE 1100200 OVER YOUGHIOGHENY RIVER (STAGE 2)

Description:
Replace Bridge 11002 over the Youghiogheny River. This project will accommodate bicycles and pedestrians where appropriate.

Scope:
The bridge on MD 39 (Hutton Road) near Crellin in Garret County, is scheduled for replacement. Originally constructed in 1923, the bridge is safe for the traveling public, but is nearing the end of its useful service life. Should the deterioration continue, weight restrictions (reduced loads for trucks, school buses, and emergency vehicles) would need to be posted to ensure safety. This would have a significant impact on the area since it serves as a primary route between Oakland, Maryland and rural communities to the west in both Maryland and West Virginia. The new bridge will be widened to provide for wider shoulders to improve safety. Replacing the bridge will save money on future maintenance spending, and support safety and mobility as a part of SHA’s bridge preservation program.

Several alternatives for maintaining traffic along MD 39 during construction were considered including detouring all traffic, maintaining a single lane of traffic controlled by a system of temporary signals to alternate traffic through the work zone, and construction of the new bridge on a new alignment. At this time SHA is evaluating new parallel alignments as the preferred alternative.

SHA will make every effort to complete the project as quickly as possible while minimizing impacts to local residents and motorists. Construction is scheduled to begin Spring, 2020 and be completed Summer, 2022 weather permitting.

This project is funded for construction under Governor Larry Hogan’s Investment in Highways and Bridges program aimed at addressing Maryland’s structurally deficient bridges.
