Description:
Infrastructure Improvements and Pavement Rehabilitation along MD 31 from Lambert Avenue to east of Church Street in New Windsor.
 
Scope:
The State Higway Administration is initiating a Community Safety and Enhacement Project in the Town of New Windsor in Carroll County. The purpose of this project is to improve the infrastructure of the Town and to enhance vehicular and pedestrian safety; as well as provide beautification within the designated revitalization area of New Windsor.

The project proposes to include replacing and adding sidewalks; replacing existing curb and gutter; improving bicycle compatibility throughout the project limits; resurfacing of the roadway; improving MD 31 and Church Street intersection by relocating Springdale Road and the construction of a one-lane roundabout; improving drainage; possibly reconstructing retaining walls for sidewalks; and landscaping.
