Because MD 28 and MD 198 are operating near capacity in areas between I-95 and MD 97, planned and future development is expected to cause stop-and-go conditions by 2040, with significant delays expected at area intersections. The project will address local operational and capacity deficiencies to meet this expected increase in travel demand, improve safety, and incorporate sidewalks and bicycle facilities, where possible. The study, first initiated in 2001, was placed on hold in 2009 due to the economic downturn. The study resumed in 2013 and an Informational Workshop was held in 2014 to provide an overview of the project, review changes in travel demand, and provide an opportunity to re-examine the project’s purpose and need.
